WPForo and BuddyPress are totally different plugins. There is no comparison between these two.
WPforo is a forum plugin and for forum WordPress has a plugin bbPress. For forum you can choose either WPforo or bbPress based on your choice.
Well, Yes you can absolutely use WPforo instead of BuddyPress. Both have different functionalities and can be used standalone.
