Instructors can create the course but will be able to set the status to publish only when the admin allows them else the status will be pending /draft
To Access the setting, Navigate to WB Plugins >> Learndash Dashboard >> General Settings >> Scroll the setting “Allow instructors to publish Courses”, and enable this option for allowing instructors to publish courses.
